Street Maintenance

The Field Operations staff is responsible for maintaining city streets. This includes repairing street infrastructure, sidewalks, curbs and ADA ramps, performing street sweeping services, maintaining alleys, shoulders, streetlights, street signage and striping, and providing street patching and overlay service.

Contract Administration

The Contract Services Group monitors service contracts with private vendors for landscape maintenance, mainline street sweeping, asphalt and concrete repair, and bus shelter cleaning. Outside vendors competitively bid for City of Mesa contracts, allowing the Department to cost-effectively supplement City staff operations.

Pavement Management System

Dump TruckOne of the street maintenance functions of the Field Operations group is to preserve the condition of paved streets in the best possible state. Pavement Management is the key to developing preventative maintenance strategies and operational activities. The Pavement Management Program is an Information Management System, which allows staff to track the changing inventory levels, history, surface condition and distresses of every street in the City.

Pavement condition surveys are performed each year on over 1,200 miles of streets by our Pavement Management technicians. Information from the annual surveys identifies specific areas where various types of preventive maintenance treatment, such as slurry seal, acrylic seal or other sealcoats, can be applied. The surveys also identify areas requiring more aggressive rehabilitation projects like a rubberized asphalt overlay or partial reconstruction. Each year over 6,000,000 square yards of needed work is identified, prioritized and delegated. One goal of the Pavement Management group is to establish a balanced treatment forecast plan for the street repair and preventive maintenance program that will help to maintain targeted pavement condition levels. These levels are based on a Pavement Condition Index (PCI) of 0 to 100, with 100 being excellent and 0 being failed. The PCI is calculated from data collected during the annual pavement condition survey. The Pavement Management Group has been collecting pavement condition, inventory, and maintenance history information on Mesa streets for over 18 years with details and quality of data improving with each year.

Right-of-Way Maintenance

Graffiti AbatementCity right-of-ways are also maintained by Field Operations crews. Maintenance of rights-of-way includes landscaping, storm drainage, and graffiti abatement. An emergency response crew is always on duty to keep the streets and right-of-ways clear and safe throughout Mesa.

 

Street Sweeping

Field Operations staff also provides street sweeping services to the City of Mesa. Clean streets provide safer driving conditions for all modes of transportation, and improve air and storm water runoff quality for everyone. Currently, residential streets are swept approximately every ten weeks and arterial streets are swept every two weeks. Street sweeping services are provided by a combination of both City employees and contracts with private vendors. 

Streetlights

The City maintains more than 37,000 streetlights. Not all streetlights in Mesa are maintained by the City of Mesa. The City does not repair private lights in trailer parks, apartment complexes, private parking lots, private subdivisions, gated communities, or on private property. The above mentioned lights are usually the responsibility of the owners of the property or are maintained by Salt River Project. There are some areas that have a City of Mesa mailing address but are not incorporated into the City. The City does not maintain the lights in these areas (examples of these are Dreamland Villa, Leisure World, Thunder Mountain). These lights are private or are maintained by Salt River Project. There are also some Special Improvement Districts (agreements between Maricopa County and Salt River Project before the areas were annexed into the City) in the City that have their streetlights repaired by Salt River Project. Some examples of these are: Apache Wells, Desert Sands, Arizona Skies, Golden Hills, Fountain of the Sun and Twin Knolls.   For Salt River Project Outages, call 602-236-8888. 

For a City of Mesa streetlight, it normally takes our crews up to 4 weeks to repair a streetlight. Some circumstances, such as stolen wire, a loss of power, or vehicle damage, could delay the repair further.

Signing

Traffic Operations staff in the signing group fabricate, install, repair, and maintain the traffic control and street name signs in Mesa. There are over 91,000 of these signs located throughout the City. The destruction or theft of traffic signs is a tremendous safety hazard. Some signs are essential for public safety and are handled as emergencies and replaced within 24 hours. These would include Stop, Yield, Do-Not-Enter, One Way, Detour, many warning signs and School Crossing signs.

Striping

McKellips RoadTraffic Operations staff in the striping group is responsible for installing and maintaining traffic pavement markings in the City of Mesa. An example are the yellow lines that separate traffic that flows in opposite directions. This Group paints about 1,200 miles of lines per year! The Striping Group also paints crosswalks, stop bars, traffic symbols and curbs.

Concrete

Concrete RepairSidewalks provide the infrastructure for pedestrian traffic.  Our Concrete team is responsible for sidewalk reconstruction to insure they are safe for pedestrians and help prevent injuries caused by defective sidewalks and ramps.
