Mesa Police Department Field Training Officer Program
FTO Unit Personnel

Sgt. Arlene Heckel

Sgt. Arlene Heckel has been with the Mesa Police Department since 1986.  Her assignments include Patrol, FTO, Detective in Burglary and Sex Crimes, Hiring, and Professional standards.  As a Sergeant, she has worked in Patrol and Recruiting/Hiring prior to coming to the FTO Unit.  Sgt. Heckel is AZPOST Instructor certified and has taught Background Investigations to the Department Recruiters.  Arlene has a Bachelor of Science Degree in Social Justice from Montana State University and a Master’s Degree in Human Relations from Northern Arizona University.  Contact Arlene via email at arlene.heckel@cityofmesa.org or via phone at 480 644-4385.

Ofc. Greg Loewenhagen

Officer Greg Loewenhagen has been with the Mesa Police Department since 1999.  He has served as a Patrol Officer and Field Training Officer.  In 2007 he was assigned to the Mesa Police Academy Field Training Unit as an Administrative Officer/Recruit Training Officer.  He is currently a member of the Mesa Police Hiring Team and is an AZPOST Certified General Instructor.  He has taught in the Mesa Police Academy, the Basic Field Training Officer School and is a high-risk traffic stop instructor.  Officer Loewenhagen is an Adjunct Faculty member of Rio Salado Community College specializing in Law Enforcement Technology and a current member of the National Association of Field Training Officers (NAFTO).  He is also responsible for maintaining the Field Training Unit's websites. Contact Greg via e-mail at gregory.loewenhagen@cityofmesa.org or via phone at 480.644.4472

Ofc. Joel Reynolds

Officer Joel Reynolds has been with the Mesa Police Department since 2000.  His assignments within the police department have been Patrol Officer, Field Training Officer.  Officer Reynolds holds a Master’s Degree in Educational Leadership from Northern Arizona University.  In 2008, he was assigned to the Mesa Police Academy Field Training Unit as an Administrative Officer/Recruit Training Officer.  He is currently a member of the Mesa Police Peer Support Team and an AZPOST General Instructor.  Officer Reynolds holds certifications as a Physical Fitness Instructor and a Defensive Tactics Instructor.  He is a teacher and facilitator at the Mesa Police Academy.  He is currently assigned to the Mesa Police Training Academy, and can be contacted via e-mail at joel.reynolds@cityofmesa.org or via phone at 480.644.2442

Ofc. Jon Klingler

Officer Jonathan Klingler has been with the Mesa Police Department since 2001.  His assignments within the Police Department have included Patrol Officer, Field Training Officer and Squad Lead Officer.  He is currently a Team Leader of the Mesa Police Department Peer Support Team, an AZPOST General Instructor, a CPR Instructor and has received specialized training in Crisis Intervention.  Officer Klingler holds an Associates Degree in Criminal Justice.  He has taught in the Mesa Police Academy and the Basic Field Training Officer School.  In 2008 he was assigned to the Mesa Police Academy Field Training Unit as an Administrative Officer/Recruit Training Officer and can be contacted at jonathan.klingler@cityofmesa.org or via phone at 480.644.5741
