Minor Alcohol Abuse Prevention Project (MAAPP)

History

Your Central District Community Action Team is dedicated to the protection of our youth from alcohol abuse.  Officer Jarvis developed the Minor Alcohol Abuse Prevention Project (MAAPP).  MAAPP was originally created as a partnership between the Mesa Police Department and the Arizona Department of Liquor Licenses and Control to work as a team to enforce underage liquor possession, furnishing, and consumption laws. This program is now city-wide.

CUBs

MAAPP details can include the use of a CUB (Covert Underage Buyer) attempting to purchase alcohol at bars, convenience stores, or from people.  CUBs are authorized by Arizona Revised Statute 4-241L.  The safety of a CUB acting as an agent of the police department is always the most important aspect of this program, regardless of whether or not the CUB had successfully purchased alcohol from a licensee.  

How do we decide where to send a CUB?  The Mesa Police Department and the Arizona Department of Liquor Licenses and Control  receive complaints from citizens about alcohol licensees who have been selling alcohol to underage people.  We use this list of complaints to focus on which licensees to check with a CUB.
