Here is my update on City news. Please let me know if you need more information about any of these items.

DEVELOPMENT SERVICES

Planning

West Main Street Sub-Area Plan Timeline
A schedule has been developed for the completion of the west Main Street sub-area plan. A Final Draft Plan will be made available to members of the Plan Advisory Committee by July 20. That group will review it and provide staff with feedback during the month of August. The Planning and Zoning Board will also get a chance to review the draft plan at their study session in August. A community meeting will be held on September 11 to receive general community input and comment on the plan. The Planning and Zoning Board will have this on their agenda for possible action on September 20. Following action by the Planning and Zoning Board, the Plan will be forwarded to the Council for review and consideration.

 

FALCON FIELD

Waiting List Deposit Refund and Transfer Policy
Aircraft storage space waiting list customers are being informed via a memo from the Airport Director that the City has revised its policy regarding the waiting lists. Customers may now request to be removed from waiting lists and will receive a refund of the money they placed on deposit minus a $25.00 administration fee. Customers may also request to be transferred from one waiting list to another for a $25.00 fee. If they are transferred, they will be placed at the bottom of the new waiting list and will forfeit any rights they had on the previous waiting list.

Champlin Museum Buildings
A new lease agreement has been signed with AZ Aircraft Accessories for portions of the former Champlin Museum complex. The existing lease with them for the east hangar will terminate on August 14, 2007, and the new lease will become effective August 15, 2007. They will be leasing the west WW II hangar, the lean-to, the museum lobby, offices, storage rooms, and vault area. AZ Aircraft Accessories employs approximately 15 employees on-site and has a contract with the U.S. Dept. of State to refurbish aircraft for use on State Dept. missions in foreign countries. The Airport Director is currently preparing a lease agreement with Falcon 7 for the east WW II hangar to become effective on August 15, 2007. Falcon 7 plans to use the hangar for aircraft storage.

Falcon 7 Development (Water Tower Property)
Grading and dirt work have begun on this project. This 13-acre development will include 71 aircraft hangars with offices attached to many of them. The hangars will be sold to commercial aviation businesses, corporate aircraft owners, and owners of private aircraft.

Aircraft Noise Abatement Working Group
The new voluntary Noise Abatement Program Guidelines have been printed and are being made available to airport tenants and users.

 

ENGINEERING

2006/2007 Street Improvements: Longmore - Southern Avenue to Broadway Road, 32nd Street - McKellips Road to McDowell Road, Broadway Road - Val Vista Drive to Greenfield Road
This project will remove the existing asphalt pavement on the effected street sections (approximately 3 miles total) and replace it with new rubberized asphalt pavement. The rubberized asphalt offers a quieter driving surface and extended pavement life with less required maintenance. Existing sidewalk ramps within the project limits will be upgraded to meet ADA requirements, and several new ramps will be added. As part of the new striping, the bike lane on Longmore will be extended from Southern Avenue all the way to Broadway Road. Construction is scheduled to last from mid-June to early September.

Jefferson Park Lighting
The Jefferson Park Lighting project encompasses the entire recreational area which includes the existing ball fields, sports courts, walk ways, play areas, horse-shoe pits and parking area. It is anticipated that the renovation of the lighting will increase the safety of the park as well as to increase the usage of the park in the evening hours. The playground and baseball fields will have additional lighting added to ensure overall coverage.

AV Electric, the awarded contractor, received their notice to proceed and began work on June 6 in the Southeast section of the park. It is expected that the project will be completed by early September.

Park and Ride No. 1
This transit project is being constructed to relocate the existing vehicle parking area at Superstition Springs Mall. Access to this new facility will be from the Power Road westbound US 60 on-ramp or the mall's south perimeter road. This 200+ designated parking facility consists of new pavement, curb and gutter, sidewalk, storm drain, retaining walls, pedestrian platform, lighting, traffic signals, signing, and landscaping.

Construction of the new facility on the north side of US 60 between Power Rd. and Superstition Springs Blvd. is 70 percent complete. The new roadway across the ADOT channel tying into the mall perimeter road is under construction. Preparation of sub-grade for next week's paving is ongoing. Concrete installation of curb and gutter, sidewalk, and decorative pedestrian platform continues. Site lighting and landscaping is ongoing.

This project began construction on February 20, and is expected to be complete by the end of July.

South CAP Reservoir and Pump Station
This project involves construction of an eight million gallon buried concrete reservoir for drinking water storage, an associated pump station, and support buildings at the northeast corner of Signal Butte and Elliot Roads. The perimeter of the site will be landscaped with berms and attractive block walls for screening purposes.

This project will improve drinking water supply and pressures in southeast Mesa. The project will be completed using the Construction Manager at Risk (CMAR) delivery method. Construction is anticipated to start in December of this year and is expected to be completed in early 2009.

This is the first phase of the South C.A.P. Water Treatment Plant (WTP) to be constructed at this site. Future phases will include construction of drinking water treatment facilities capable of treating water from the C.A.P. canal to drinking water standards for distribution to the city’s potable water system.

 

FIRE

FIRE & LIFE SAFETY EDUCATION

Kith & Kin Health and Safety Training Day
The Mesa Fire Department partnered with the Association for Supportive Child Care's Kith and Kin Project for a second year at their 2007 Kith and Kin Health and Safety Fair Training Day. MFD presented to 200 Spanish-speaking childcare providers on injury prevention safety topics like water, home, and fire safety. The attendees received informational brochures that reinforced each safety message.

EMERGENCY MANAGEMENT

September is Disaster Preparedness Month
Emergency Management is working with Maricopa County Public Health, Mesa Public Schools and other city departments to complete an Emergency Preparedness document for the citizens of Mesa.

An Emergency Operations Center (EOC) Table Top Exercise was held July 10th along with various City of Mesa departments to discuss administrative and financial responsibilities during disaster management.

 

PARKS AND RECREATION

The Mesa Convention Center had another record-breaking year, generating nearly $1.8 million in revenue for fiscal year 06-07. Revenue increased approximately seven percent over last fiscal year and 24 percent since FY 04/05.

Parks and Recreation Summer programs expanded this year to include a pilot children’s program. Kidtastics is a two and a half hour pre-school camp being piloted at three different Mesa schools. Already popular with the community, each school has reached capacity for both sessions of the pilot program. It is anticipated that the Kidtastics program will continue to expand over the next several years.

Camp Fiesta, a summer program that provides leisure and recreation opportunities for individuals with both physical and cognitive disabilities has reached maximum capacity this year. The program is held at Stapley Junior High where activities include swimming, creative play, sports and games, music and art therapy. Camp Fiesta is a collaborative effort between Mesa Parks and Recreation, Mesa Public Schools and the Department of Economic Security.

 

POLICE

MPD Hosts Annual Helicopter Safety Event
Officer Mark Reese from Mesa Police Departments Aviation Unit recently organized and hosted Mesa’s eighth annual Safety Fly-In at the Fire/Police Training Center. Members of local valley law enforcement agencies, Medivac and news media helicopter pilots met to share information and creative tactics to enhance communications during shared flying time over Valley cities.

Reese, a 22-year veteran of MPD said "It benefits Mesa and the entire Valley by emphasizing flight safety and coordination among all helicopter units". More than 120 people gathered to participate at this year’s event, approximately 30 more participants than last year. In addition to the other agencies, representatives from Mesa’s MD and Boeing helicopters attended and showcased the AH-64 Apache.

Mesa PD Aviation Unit began the safety fly-in 1999 after a near mid-air collision with an EMS helicopter. With the increase in helicopter flight operations, the near mid-air incident was a solemn reminder that safety begins with exceptional communications between aviation units and their pilots.


PROCUREMENT SERVICES

Purchasing receives Excellence Award
The Purchasing Division has been awarded the Achievement of Excellence in Procurement award for the third straight year. Recipients of this award have met criteria designed to measure innovation, professionalism, productivity, e-procurement and leadership attributes of the procurement organization.

This prestigious award is earned by those organizations that demonstrate excellence by obtaining a high score based on the standardized criteria. The program recognizes organizational excellence in public procurement was established in 1995, and serves as the National Program to Benchmark Organizational Excellence in Purchasing.

The award will be presented at NIGP’s Annual Forum in August. The National Purchasing Institute, the Institute for Supply Management, and the National Institute of Governmental Purchasing sponsor the Achievement of Excellence in Procurement award.
