Assistant City Manager Debra Dollar

Prior to her appointment as Assistant City Manager in November 2006, Debra Dollar served as a Deputy City Manager since September 2000. Ms. Dollar oversees the departments of General Services, Financial Services and Community Services, as well as the Arts and Cultural, City Auditor and Quality and Organizational Development divisions.  In 2003, she also served as Acting Department Manager for Community Services.  Debbi serves as a staff liaison to the City Council’s Finance Committee and General Development Committee, and was  appointed as the City Manager’s representative on the Employee Benefits Advisory Committee. She also provides oversight for the organization’s Strategic Planning activities.

Debbi has a bachelor’s degree in Environmental Design from Arizona State University and is a graduate of ASU’s Institute for Public Executives. She has over twenty-four years of municipal experience in citizen outreach, communications, city administration, neighborhood services and planning and development. Debbi served as General Manager of Planning Systems for the City of Scottsdale prior to joining the City of Mesa.

Debbi’s professional affiliations currently include the International City/County Management Association, Arizona City/County Management Association and the Arizona Municipal Management Assistants Association. She has been an active member of the American Planning Association, International Association of Business Communicators, Public Relations Society of America, National Association of Government Communicators and Valley Forward Board of Directors. She is a graduate of the Scottsdale Leadership Program.

Debbi is the recipient of several awards and honors for excellence in leadership, communications and quality service including an ICMA Citizen Education Program Award, City Hall Digest awards and the Bill Donaldson City Manager’s Leadership Award from the City of Scottsdale.

Debbi is a native Arizonan who has lived in Mesa since 1979.
