Zoning Ordinance Rewrite

The City of Mesa is updating its Zoning Ordinance, based on the Mesa 2025 General Plan adopted by both the City Council and Mesa voters in 2002. The intent of the project is to ensure that zoning regulations are reasonably consistent with the General Plan goals and objectives, as well as state and federal laws. In addition, the update is intended to help encourage the types of development desired by the City Council and Mesa residents.

Required by State law, a General Plan is a document that provides policy direction for land use, transportation, and housing, water, growth, public services and public facilities. Updating the Zoning Ordinance is often “the natural next step” after a General Plan is adopted because it is a key component for implementing a General Plan. Zoning ordinances establish the detailed rules for what and where things can be built, and how the project will be reviewed before being constructed. Many of the goals and objectives listed in the City’s General Plan are translated by way of the Zoning Ordinance into specific numbers and standards that, in turn, regulate land development.

The Update process is intended to be open to the public, and is designed to allow several access points where the public can be involved, either through direct comments about the existing zoning ordinance requirements, or existing zoning processes, or by commenting on the reports and recommendations for any proposed changes. Your comments are wanted, as they are considered helpful in developing any proposed changes that better reflect the neighborhood visions for all of the various communities that make up Mesa.
