Development Review System
We are evaluating each part of the system
that affects the delivery of service. We are also
evaluating the interdependence of departments and
agencies involved in development review.
Conceptually, there are six parts to the entire
system:
1. Core Activities:
This involves the processes customers are familiar
with “Information Gathering and Exchange” which
includes walk-in, phone in, and log on distribution
and exchange of information; “Public Board Review
and Decision” which includes reviews by citizen
advisory boards such as the Planning and Zoning
Board; “Internal/Staff Review” which includes
administrative review and permitting; “Inspection”
and “Enforcement”.
- Are the steps defined,
- Agreed upon,
- Integrated with one another,
- Efficient, and
- Consistent throughout the system?
2. Mechanisms for Communication
and Problem Solving Tools:
This includes procedures that allow staff,
applicants, developers’ representatives and the
community to share information, manage projects, and
resolve issues.
- Can people share information freely,
- Managed projects effectively, and
- Resolve issues as they occur?
3. Regulatory Framework:
This framework includes
regulations, codes, ordinances, adopted resolutions
and supporting documents that apply to the
development review process.
- Are the regulations, ordinances and
resolutions clearly defined,
- Consistently applied, and
- Objective and reasonable?
4. Information Technology:
Recording, Storing and Sharing
Information.
- Is information available in real time,
- Is tracking available,
- Is decision-making informed?
5. Physical Space:
- Is the current layout user-friendly and
project-oriented?
6. Organizational Structure:
- Are the roles and responsibilities of
staff clearly defined?
- Who has the authority to make decisions?
- Is there accountability for performance?
- Does the system have a project
management approach?
- Is the process cost-effective?
