The development review system is a complex system - it involves multiple types of projects, multiple regulations, a wide variety of application processing steps, many diverse customers, many departments and several outside agencies.

In order to improve the efficiency and effectiveness of the development review process, we chose to study the entire system.  We are evaluating each part of the system that affects the delivery of service.  We are also evaluating the interdependence of departments and agencies involved in development review.

Goals

• Improve efficiency and effectiveness of the development review system
   

• Involve concerned individuals in process improvement discussions - seek qualified, well-respected people who work with the development review system as well as leaders in this organization
   

• Offer stakeholders the opportunity to provide the feedback on the current system and to offer suggestions for improvement
   

• Develop win-win strategies for improvement
   

• Build collaborative relationships between those who are part of the current system and those who will be changing it
