Sub Area and Neighborhood Area Plans

Mesa 2025 General Plan identified several areas of Mesa that need special attention to continue and preserve their unique character as Sub-Areas or Area Plans.

Planning staff intends to assist residents of Mesa in creating their own Sub-Area Plans and/or Neighborhood Plans in the future and will be the primary point of contact in these planning efforts.  Contact Long Range Planning regarding Sub-Area Plans at 480-644-2385.

Gateway Strategic Development Plan
The City of Mesa is preparing a strategic development plan for the Mesa Gateway Area (MGA) in southeast Mesa. MGA includes the rapidly developing area around Phoenix-Mesa Gateway Airport that will become the economic engine for southeast Mesa and the surrounding region. The study focuses on two overlapping study areas. The transportation study area extends approximately from Power Road to Meridian Drive and from Southern Avenue to Germann Road. The land use study area extends approximately from Power Road to Meridian Drive and from the halfway point between Guadalupe Road and Elliot Road to Germann Road Completed.

West Main Street Area Plan
The Plan boundaries include University Drive to the north, Broadway Road to the south, Country Club Drive to the east, and the Mesa/Tempe city limits to the west. The residents of this area participated and provided ideas, comments, and input of local knowledge of the areas where they live, work, learn, play, and to take advantage of the planned "Light Rail Corridor". City Council approved this plan on December 3, 2007.

Citrus Sub-Area (.pdf 19 pages)
The Citrus Sub-Area is generally bordered by the RWCD Canal on the east and 32nd Street, the Eastern Canal, and Lindsay Road on the west.  It extends north to Thomas Road and south to Brown Road.  City Council adopted the Citrus Sub Area Plan on April 21, 2003.  The Plan reflects the need to preserve the unique character of this part of Mesa which has been established with citrus groves combined with low density, residential land use development.

Falcon Field Sub-Area
The Falcon Field Sub-Area is located in Northeast Mesa.  The boundaries are south of McKellips Road between Higley and Greenfield Roads extending to the Northern City of Mesa Boundary. The focus of the plan is the Falcon Field Airport. 

Lehi Sub-Area (.pdf 37 pages)
The Lehi Sub-Area is generally located in the north central portion of the City of Mesa. It is identified by its rural character, historic significance, and close proximity to the Salt River, which represents the City’s corporate limits.  The Lehi Sub-Area is also adjacent to the Red Mountain freeway right-of-way, on the north and the Consolidated Canal on the south. Lehi Sub-Area Plan was adopted by City Council on January 23, 2006 by Resolution # 8655.

Lehi area was annexed to the City of Mesa limit on July 6, 1970 by Ordinance # 672. The following documents are related to Lehi annexation and sub-area plan adoption:

Desert Uplands Sub-Area
The Desert Uplands Sub-Area is generally defined as that area lying east of Power Road and the Central Arizona Project (CAP) Canal, and north of University Drive, extending east to Maricopa County’s Usery Mountain Regional Park and north to the Tonto National Forest.  The area is bisected by several mile grid major arterials and is bordered on the southwest by the planned Red Mountain Freeway adjacent to the CAP Canal (see map).  There are several large master planned communities dominating land use planning for this area of Mesa. Williams Gateway Sub-Area
The Williams Gateway Sub-Area is located in southeast Mesa.  This area is approximately 30 square miles and is influenced by activities of the Williams Gateway Airport (WGA) and the Williams Campus, which is the former Williams Air Force Base. The Williams Gateway area is also an important employment center for the City of Mesa.

Mesa Grande Sub-Area
The Mesa Grande Sub-Area is located in the northwestern portion of Mesa, with northern and western limits contiguous with the City of Mesa boundaries.  The southern limits of the sub-area are Broadway (from the western boundary to Alma School Road) and Main Street (from Alma School Road to Mesa Drive).  Mesa Drive defines the eastern boundary.
