Vacation Leave

Accumulation Accruals

All regular and probationary full-time employees at the City of Mesa accrue vacation leave in accordance with the following schedule:

Credited Service Firefighters   All Others
Fewer than two (2) yrs 11.2 hrs per month 8 hrs per month
Two (2) yrs or more 16.8 hrs per month 12 hrs per month

The maximum accumulation of vacation leave is two hundred forty (240) hours for regular full-time employees, three hundred thirty-six (336) hours for firefighters, and one hundred twenty (120) hours for benefited part-time employees. Employees who have in excess of the above amounts on December 31st of each year will be paid for the excess amount of leave after December 31st, provided the regular full-time employee has taken eighty (80) hours vacation leave, one hundred twelve (112) hours for firefighters, and forty (40) hours for benefited part-time employees during that calendar year. If the employee has not taken the required amount of leave during the year, ALL excess leave shall be forfeited.

Credited Service

All periods of full-time City service after the employee's anniversary date are counted as credited service for the purpose of determining the date of change in accrual rate, including military service pursuant to A.R.S. 26-168, 26-171, or 38-610, and any special leave without pay of thirty (30) days or less. If a special leave without pay exceeds thirty (30) days, the excess days over thirty (30) shall not be counted as credited service.

Eligibility

Eligible employees accrue the appropriate number of hours of vacation leave based on their anniversary dates. The anniversary date of an employee who is hired between the first (1st) and fifteenth (15th) days of a month inclusive shall be the first (1st) day of that month. The anniversary date for an employee who is hired between the sixteenth (16th) day and the end of the month inclusive shall be the first (1st) day of the month following employment.

A full-time employees working an eighty (80) hour pay period shall not accrue vacation leave credits or accrue credited service for any calendar month in which the employee has been docked for more than three (3) normal work shifts (eight (8) to ten (10) hour shifts), including unpaid holidays. For fire Human Resources working a one hundred twelve (112) hour pay period in which the employee has been docked more than thirty-six (36) hours, including unpaid holidays, shall not accrue vacation leave credits or accrue credited service for any calendar month. A regular part-time benefited employee shall not accrue vacation leave credits for any calendar month unless the employee has submitted at least thirty-four (34) hours of time worked including paid leave for each of the two (2) pay periods prior to the end of that month.

The effective date for change in the accrual rate is the first (1st) day of the month immediately following two (2) years of continuous employment.

Eligibility to use accrued vacation leave shall begin on the date of accrual for full-time and benefited part-time employees.

Separation from Service

A regular or probationary full-time or benefited part-time employee who separates from City of Mesa employment by resignation, retirement, layoff, or death, shall be paid for all unused vacation leave.

Use of Vacation Leave

Vacation leave may be taken at any time approved by the supervisor, and must be taken in units of one-quarter (1/4) hour. Vacation leave shall not be advanced to an employee nor may vacation leave be transferred between employees unless authorized by the Department Director in accordance with the Donated Leave Program.
