Employee Assistance Provider (EAP)

Today, we live in a world which requires us to do “more with less.”  Feeling overwhelmed and struggling with issues seems to be a normal part of our day.  When it all gets to be too much, the lines become blurred between our personal and professional lives.

The City of Mesa’s EAP Preferred provides assessment and short-term therapy for personal problems for up to eight sessions per person, per plan year, at no charge.  It is completely confidential. Referrals to professionals and treatment sources throughout Arizona are available for ongoing or specialized therapy.  (For referral to a provider who is covered through the City of Mesa Mental Health Program, client must be eligible for these benefits - see below).

All short-term counseling and referral services are offered at no charge to employees and their dependents. All full-time or part-time employees and their family members are eligible.  However, if referred for more specialized or extensive care, the employee or dependent must be covered by a health insurance plan with mental health benefits (City Medical Plans, or coverage through another health insurance plan outside the City).

What is the difference between EAP and the City’s Mental Health Benefits?  EAP is available to all employees and their family members and is a short-term assistance program for issues requiring a minimal number of sessions.  The Mental Health benefits are only available to those who are covered under one of the City of Mesa medical plans.

EAP is completely confidential.  Release of information is only provided with the written consent of the client (employee or family member using the program).  Release of information may be given only if required by law (i.e., suspected child abuse).

Also available:  

  • Crisis Intervention - Immediate assistance; emergency/crisis situations

  • Information and referral to community resources for social service issues - Self-help groups, child and elder care, legal concerns and more

  • EAP offices are located throughout the metro-phoenix area and can be found listed in the EAP Preferred brochure.  Brochures are available in the Employee Benefits Office.  The closest office location to downtown Mesa is at 2855 East Brown Road, Suite 1 (South side of Brown Road, east of Lindsay) phone number 602-264-4600 or 1-800-327-3517.  

Elder Care

The City offers a fully paid elder care resource and referral service. A contracted program counselor can refer you to a variety of elder care services including but not limited to nursing homes, adult day care centers, retirement communities, financial assistance programs and in-home care.  Elder Care resource and referral services are available to all employees.  To contact an elder care counselor, please visit their website Summa Associates or call them at (480) 921-2233. 

Additionally, the City has an elder care library complete with books, videos, and other information about elder care needs.  To check out one of these resources, simply contact the Benefits Office at Ext. 2299. 

Employees may also be eligible to pay for expenses through the Flexible Spending Dependent Care Program.
